Starting Salary Range:  $73,109-$96,115 and determined based on relevant years of work experience provided on application and resume.

Position Summary: Oversee the development, planning, and administration of semi-monthly payrolls for 3400+ employees. Lead the processing of total payments to employees, federal, state, and local government agencies, college associations, annuity companies, and other organizations to exceed $95 million during the fiscal year.

Required Qualifications:

  • Bachelor’s Degree in Accounting, Business Administration, Human Resources, or related field required.
  • 5+ years of related payroll or accounting experience.
  • Supervisory experience required.
  • First-level leadership.
  • Coordinates and leads daily team activities.
  • May spend a portion of time performing the work of those they supervise.
  • Assists with management decisions and activities.
  • Working knowledge of team function within the organization.

Preferred Qualifications:

  • Experience with Banner Ellucian Finance and Human Resource Systems.
  • Experience with Time Clock Plus.
  • Certified Payroll Professional.

Position Details: Job duties include but are not limited to:

  • Provide leadership to the Payroll office staff. Hire, supervise, set priorities, delegate tasks, and review work produced by payroll department. Evaluate performance of payroll staff members and provide training and guidance to payroll personnel in all aspects of departmental operations.
  • Make decisions as necessary to ensure payroll is prepared accurately and timely. Audit all records, files, and remittances prepared by payroll specialists.
  • Maintain a level of expertise in of payroll compliance with Internal Revenue Service (IRS), Social Security Administration (SSA), Kansas State (KS), and Kansas Public Employees Retirement System (KPERS) guidelines and garnishments. 
  • Coordinate the processing of semi-monthly, quarterly, calendar year, and fiscal year payroll information as required, including IRS forms 941, W-2, Form 1042, State of Kansas withholding and unemployment taxes, Kansas City, Missouri local income tax, and KPERS. 
  • Responsible for executing the payroll portion of fiscal year roll and calendar year roll processes. 
  • Provide information as requested from external and internal auditors. 
  • Collaborate with Information Systems (IS), Accounting Services, Human Resources, and other departments to develop, test, and implement JCCC strategic initiatives.
  • Ensure all existing tables and calendars in Banner are updated, revised, and maintained. Responsible for establishing and maintaining earnings and deduction codes in the HRIS.
  • Maintain a high level of expertise of college personnel policies and procedures. Advise and collaborate with departments in matters related to payroll processes, the Fair Labor Standards Act, and college personnel policies and procedures.
  • Develop and maintain a comprehensive knowledge base of payroll requirements, practices, and procedures for payroll processing. 
  • Provide reporting and analysis to leaders and departments to support institutional decision-making.
  • Develop and implement training for users and approvers of various time entry systems. Field and respond to payroll inquiries and resolve discrepancies. 
  • Identify and implement opportunities for ongoing improvement in accuracy and efficiency within payroll processing operations.
