Starting Salary Range:  $20.93-$26.94 and determined based on relevant years of work experience provided on application and resume.

Position Summary: The Financial Aid Regulations Administrator supports JCCC’s mission by helping ensure financial aid processes are accurate, consistent, student-centered, and compliant. Reporting to the Assistant Director of Financial Aid, the position coordinates identity verification and ID.me administration, maintains controlled documents and compliance records, performs quality assurance monitoring, and supports fraud prevention, audit readiness, training, and special initiatives. Working in coordination with compliance staff, the Administrator implements approved procedures, responds to routine questions, assists students and campus partners, and escalates matters requiring regulatory interpretation, investigative judgment, policy decisions, or elevated risk assessment. This position reports to Processing Supervisor, Financial Aid.

Required Qualifications:

  • Associate degree in business, accounting, higher education, criminal justice, public administration, information systems, or a related field, or an equivalent combination of education and directly related experience.
  • 2+ years of experience in financial aid, admissions, student services, compliance, records management, or a related administrative field.
  • Experience interpreting and applying policies and procedures and working with confidential student information.

Preferred Qualifications:

  • Financial aid experience in higher education.
  • Experience with Title IV regulations, Banner, ID.me or another identity verification platform, controlled documents or training materials, and audit, compliance review, or quality assurance activities.
  • Strong Microsoft Excel and Microsoft Office skills.

Position details include but are not limited to:

  • Compliance Administration & Document Control:
    • Support the Assistant Director in maintaining the Financial Aid Office Policy and Procedure Manual and implementing approved policies and procedures.
    • Draft, revise, format, distribute, and maintain version control for policies, procedures, forms, training materials, operational guides, workflow documentation, desk manuals, and quick-reference guides; ensure current resources are accessible to staff.
    • Maintain compliance records, calendars, and deadlines; route regulatory updates the Assistant Director for review; assist with approved revisions; and monitor required student consumer information disclosures. 
  • Identity Verification & ID.me Administration:
    • Serve as the primary administrator for ID.me and other approved identity verification processes.
    • Monitor queues, outcomes, and turnaround times; review inconsistent or conflicting student information; refer students for verification under approved procedures; and record outcomes in Banner and admissions systems.
    • Help students understand verification steps and documentation requirements, collaborate with Admissions and campus partners to resolve routine identity-related issues, and escalate disputed, exception-based, uncertain, or high-risk matters. 
  • Compliance Monitoring, Quality Assurance & Program Integrity:
    • Monitor compliance reports and perform quality assurance reviews of financial aid processing and documentation.
    • Validate alignment among institutional, federal, and third-party records; research material discrepancies before reporting or disbursement; and retain supporting evidence, access-review records, and ticket histories for audit readiness and reproducibility.
    • Work may include institutional suspense inquiries and name discrepancies identified through Gainful Employment reporting.
    • Support internal reviews, program integrity initiatives, audits, program reviews, regulatory reporting, and corrective actions.
    • Review referred academic suspension appeals and provide recommendations consistent with institutional policy. 
  • Fraud Prevention & Risk Management:
    • Receive and document suspected fraud and identity theft concerns and conduct initial administrative reviews using established procedures.
    • Maintain case records, evidence, communications, and status information; conduct approved outreach to students who may be victims; explain next steps; collect documentation; and escalate complex or high-risk matters.
    • Manage the day-to-day Element451 queue, coordinate approved follow-up, identify recurring patterns, and report trends.
    • Assist the Assistant Director with documentation for referrals to the U.S. Department of Education Office of Inspector General (OIG) and other required reporting, and support approved Element451 and ID.me controls.
  • Training Support, Program Communication & Special Projects:
    • Support Assistant Director of financial aid in developing training manuals, onboarding materials, presentations, job aids, and reference resources based on approved policies and procedures.
    • Coordinate training logistics, attendance records, version control, and retention; assist with routine procedural and identity verification training; and prepare materials for advanced training.
    • Serve as the primary contact for routine student and campus questions about Comprehensive Transition and Postsecondary (CTP) and Workforce Pell calculations under the Assistant Director’s oversight; provide approved guidance and escalate exceptions, regulatory interpretations, and policy decisions.
    • Participate in compliance and program integrity projects.
  • Other duties as assigned:
