Starting Salary Range:  $73,109.00-$96,115.00 and determined based on relevant years of work experience provided on application and resume.

Position Summary: The Procurement Operations Manager at JCCC supports the Executive Director of Procurement by overseeing the College’s daily procurement operations, including departmental and vendor requests, contract management, and KORA (Kansas Open Records Act) requests. This position supervises and guides the work of the department’s two (2) Buyers, while ensuring compliance with departmental procedures, college policies, and applicable state statutes. The incumbent manages and coordinates both complex and routine solicitations, such as requests for quotes, bids, proposals, and cooperative purchases, in accordance with established procurement guidelines. This role also serves as a backup Buyer when needed to maintain continuity of operations.
In collaboration with the Executive Director, the Procurement Operations Manager contributes to the development and implementation of Procurement Standard Operating Procedures (SOPs), training programs, onboarding, and continuous process improvements. This position acts on behalf of the Executive Director in their absence and represents the department as required.

Required Qualifications:

  • Bachelor’s degree in business administration, Supply Chain Management, Public Administration, or a related field.
  • Minimum of seven (7) years of progressively responsible experience in procurement, purchasing, or supply chain operations.
  • Demonstrated management and supervisory experience.
  • Extensive experience in public sector purchasing across a broad range of commodities and services.
  • Proven experience in contract review, negotiation, and administration.
  • Strong background in business operations, logistics, and/or supply chain management.

Preferred Qualifications:

  • Demonstrated purchasing experience with hardware, software, and technology-related services.
  • Experience procuring Architecture, Engineering, and Construction (AEC) services.
  • Working knowledge of technology-related procurement procedures and compliance standards, including HECVAT (Higher Education Community Vendor Assessment Toolkit), VPAT (Voluntary Product Accessibility Template), Web Content Accessibility Guidelines (WCAG), Subscription-Based Information Technology Arrangements (SBITAs), and IT accessibility requirements in alignment with U.S. Department of Education (DoE) standards.
  • Experience with public sector, government, and cooperative purchasing methods.
  • Knowledge of business law and Kansas statutes governing public procurement.
  • Relevant professional certifications preferred, such as Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), or Accredited Purchasing Practitioner (APP).

Position details include but are not limited to:

  • Procurement Operations & Sourcing:
    • Oversee daily purchasing and contract review requests.
    • Manage bid processes and contract negotiations (RFPs, RFQs, RFBs, cooperative agreements) in compliance with college policies and state statutes.
    • Serve as reserve Buyer when needed, issuing Purchase Orders (POs) accurately and in compliance with procedures.
  • Leadership & Staff Management:
    • Manage and evaluate the performance of Buyers, including hiring, training, and setting goals and objectives in collaboration with the Executive Director.
    • Conduct weekly and monthly check-ins with Buyers and Senior Buyers to ensure accountability and performance alignment. 
  • Contract Management & Systems Administration:
    • Manage the contract repository and network drive to ensure accurate, complete, and up-to-date records.
    • Maintain proper filing within the eProcurement system, including documentation, dates, and supporting materials.
  • Process Development, Training & Continuous Improvement:
    • Develop and manage SOPs, work guides, onboarding materials, and departmental procedures.
    • Lead staff training and support ongoing process improvement initiatives. 
  • Compliance, Collaboration & Reporting:
    • Fulfill procurement-related requests involving vendors, internal departments, and KORA (Kansas Open Records Act).
    • Collaborate with departments on compliance matters (internal audit, insurance & risk, COI management, foreign vendor compliance).
    • Prepare monthly procurement award reports for the Management & Finance Committee and Board of Trustees in collaboration with the Executive Director.
