Pay Range:  $71,500 - $116,400 and determined based on relevant years of work experience.

Position Summary: Manage the federally funded APEX Accelerator (formerly PTAC) program, providing
expert consulting and training and ensuring that economic impact goals are met and key stakeholders support the program. APEX Accelerator is an economic development program that increases economic prosperity in Kansas by providing free consulting services and affordable training to businesses that want to sell products and services to federal, state, and/or local governments.

Required Qualifications:

  • Requires moderate skill set and proficiency in discipline. Conducts work assignments of increasing
    complexity, under moderate supervision with some latitude for independent judgment.
  • Requires a bachelor's degree and 6+ years of relevant experience in contracting or government procurement.

Position Details: Job duties include but are not limited to:

  • Manage the APEX Accelerator program and ensure the program's continuation by preparing the annual grant proposal and budget, setting goals, developing strategies aligning with the JCCC strategic plan, and ensuring efficient operations. Measure performance to ensure the grant and funds meet performance expectations. 
  • Provide government procurement counseling services to businesses, covering topics such as procurement opportunities, contract requirements, government market assessment, past procurement analysis, market plan development and implementation, response development for potential bid opportunities, regulation interpretation, and certification registration assistance. - 
  • Develop and conduct training programs, workshops, and seminars to educate businesses on topics such as government contract regulations, procurement processes, proposal writing, and marketing strategies.
  • Build effective working relationships with area agencies. Gain knowledge on how each agency buys. Understand needs, timelines, buying levels, and prerequisites to work with a particular office. 
  • Work with area agencies to put on joint training covering certifications, registration, regulations, and contract opportunities. Coordinate resources and leverage networks to connect businesses with relevant government agencies, prime contractors, and other entities that can assist in securing contracts or subcontracting opportunities. 
  • Develop and implement outreach strategies to increase awareness of services. Conduct promotional activities and participate in industry events and conferences. 
  • Promote Johnson County Community College (JCCC) through community outreach efforts. Promote APEX Accelerator and JCCC through speaking engagements, interviews with media representatives, and participation in professional organizations and trade associations. 
  • Ensure APEX Accelerator services are delivered in compliance with applicable regulations and quality standards. 
  • Maintain accurate records of client interactions, activities, and outcomes. Prepare quarterly reports on center’s performance for internal and external stakeholders.
  • Build effective working relationships with area congressional staff. Work with staff to educate on center objectives and put on joint trainings. 
  • Implement monitoring and evaluation mechanisms to assess program effectiveness.
