Position Summary: The Vice President/Chief Financial Officer (VP/CFO) is responsible for providing leadership and guidance to ensure the financial integrity of Johnson County Community College (JCCC). The VP/CFO is a member of the President’s Cabinet and oversees approximately 200 employees in the Financial Services and Business Services departments. The VP/CFO reports to the Executive Vice President, Finance & Administrative Services.

The VP/CFO is responsible for the financial records of the College and ensures the accurate and timely preparation of all fiscal reports, including monthly internal financial statements, the annual financial statement audit report, and College budget documents. The VP/CFO is responsible for development and management of the College’s annual budget process, including preparation of long-range budget forecasts and financial plans that support the strategic goals of the College. The VP/CFO is responsible for capital financing, debt management, and investment of reserve funds in accordance with statutory requirements and College policies. The VP/CFO ensures College procurement activities are appropriately directed and authorized, and that operations of respective business/auxiliary units serve the needs of the campus community in an effective and efficient manner.

Required Qualifications:

  • Masters degree in Business Administration, Accounting, or Higher Education Administration.
  • 10+ years of experience required.

Preferred Qualifications:

  • Certified Public Accountant (CPA) designation.
  • Experience in a higher education setting.

Position Details: Job duties include but are not limited to:

  • Provide direction and leadership for all areas of the Financial Services (Accounting Services & Grants, Payroll, Bursar Operations, Budget Office, and Accounts Payable) and Business Services (Procurement Services, Dining Services, Bookstore, Child Development Center, Warehouse, and Postal Services) departments, fostering a culture of accountability, teamwork, and continuous improvement.
  • Ensure all financial reports are prepared in compliance with applicable federal, state, or other regulations in an accurate and timely manner, including the monthly Treasurer’s Report to the Board of Trustees, the annual financial statement audit report, and all budget documents. 
  • Provide regular reports to the Management & Finance Committee of the Board of Trustees and provide input to senior leadership and the Board of Trustees related to financial considerations for strategic decisions. 
  • Develop, manage and provide oversight of the annual budget process, including long-range budget forecasts and financial plans that support the strategic goals of JCCC. Ensure all statutory requirements of the annual budget are met.
  • Oversee capital financing, debt management, and investment of reserve funds in accordance with statutory requirements. Recommend financing methods that best meet the needs of the College, and secure and maintain high-quality bond ratings. Oversee JCCC’s debt portfolio, making informed decisions on debt financing and repayment strategies. Ensure that reserves provide adequate resources for cash flow and contingency purposes in accordance with Board Policies. 
  • Establish appropriate levels of internal control to safeguard the assets of the College. Recommend related policies and procedures and oversee implementation and monitoring of such.
  • Ensure that commitment of funds and resources for procurement activities and contracting, including strategic vendor alliances, competitive procurements, negotiations, and contract processes, are appropriately directed and authorized. Ensure that contract and bid documents incorporate effective and appropriate terms and conditions. 
  • Ensure operational procedures provide high levels of customer service to internal and external constituents and are designed and monitored to ensure sustainable operation of the respective business/auxiliary units.
