Pay Range:  $61,900-$80,900 and determined based on relevant years of work experience.

Position Summary: Promotes the most effective use of college funds in acquiring commodities and services. Heavy emphasis on business services and commodities such as the following: banking, financial, insurance, employee benefits, legal, space rental and vehicle lease agreements, and other professional services. This position also occasionally serves a backup to the other Senior Buyers within the areas of Architecture/Engineering/Construction and Information Technology commodities and services. Evaluates market conditions, defines needs with departments, and manages sourcing through various bidding methods. Reviews, establishes, negotiates, and manages contracts for the Johnson County Community College (JCCC) Procurement Department. Leads and manages daily activities in the absence of the Procurement Director.

Required Qualifications: Career-level professional within the field. Considered highly skilled and proficient in discipline. Conducts complex, important work under minimal supervision and wide latitude for independent judgment. Requires a bachelor's degree and 6+ years of relevant experience.

Preferred Qualifications: Public, government, and cooperative purchasing experience.
Knowledge of business law and Kansas statutes applicable to state procurements.
Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM),Certified Public Purchasing Officer/Buyer (CPPO/CPPB), Accredited Purchasing Practitioner (APP).
Master’s degree in related business field.

Position Details: Job duties include but are not limited to:

  • Develop and investigate sources of supply and manage the processes to seek competitive pricing and maximum value through Request For Quote (RFQ), Request For Bid (RFB), Request For Proposal (RFP), piggyback opportunities, and cooperative purchasing agreements. 
  • Establish, review, negotiate, and manage contracts. 
  • Issue Purchase Orders (POs) accurately, efficiently, and in compliance with procurement policies and operating procedures.
  • Compose monthly activity award recommendations for executive management and Board of Trustee approval. 
  • Track vendor costs, contract spending, and other data, and prepare various reports as necessary.
  • Provide excellent customer service to internal departments and external vendors. 
  • Participate in vendor fairs and other internal/external procurement events as necessary.
  • Assist departments with the concurrent management of vendors and vendor performance.

Skills Needed:

  • Experience with contract reviews and redlining legalese/terms and conditions
  • Experience with public and/or government purchasing processes and procedures
  • Experience developing Scope of Works, proposal criteria, and other bidding documentation
  • Error-free written communication. Accurate and keen attention to detail
  • Proficient organizational skills, flexibility, and ability to simultaneously work on numerous projects
  • Proficiency with Microsoft Office suite (Outlook, Word, Excel, PowerPoint)
  • Experience with other software relevant to purchasing and/or business operations.
  • Experience using Enterprise Resource Planning (ERP) software such as Banner by Ellucian
  • Collaborative and excellent oral and interpersonal communication with a diverse community
